It may look like the WarpPortal Ticket System freezes after clicking 'Submit Ticket'. This is only browser based though, the ticket is actually being send to Gravity.
My advice is to just wait for 5 minutes. Then you can be sure of the fact that the Ticket has been send.

When I go to the support page of Warp Portal (The Link you gave) a window pops up and it gives three options "WarpPortal Forums" "WarpPortal Blog" and "Casual Games" and Above that it says "We are currently updating our game servers for enhanced game play!". I looked at the url or the window and it said http://www.warpportal.com/error.html so I'm not sure if the website is bugged or something or if its my computer having trouble loading it. Is there anyway to fix this, or another way to send a ticket?

If you're able to, you may want to use a different web browser, (i.e, Google Chrome/Firefox.)

Afterwards, let me know what happens.
